I think Hino is refering that the volume finish at that chapter (as chapter 43, that end with Zero pointing Yuki with BR). But volume 16 not finish with that scene, doesn't it?

That was a joke made by Hino, and it's not the first time when she does it and is referring at the gap time (real time)between volumes releases - has nothing to do with the content of the next volume - and what the charas should do until the next volume would be released.
i will kill miss matsuri for this if she suddenly switched couples.
In case you don't know you're reading volume 17 and chapter 83 would be the last one from that volume. Until now did you have seen hino switching couples?
